Devonport-Takapuna Community Development Funding Review (2025)

The Devonport-Takapuna Local Board is currently reviewing its community development funding model, introduced 18 months ago to shift from an event-focused approach to a grassroots approach, funding two activator roles that work alongside local groups to co-create initiatives, build capacity, and strengthen neighbourhood connections.

What the Review Is Exploring

Led by Point & Associates, the review is assessing:

  • What’s working well - such as innovative practices and strong community relationships

  • What could be improved - including gaps, barriers, and unmet needs

  • Whether the model aligns with local board aspirations and community expectations

Evaluation Methods

The review uses a mixed-methods approach:

  • Semi-structured interviews with activators, council staff, and community organisations

  • Focus groups across Devonport and Takapuna

  • Surveys to gather broader feedback

  • Thematic analysis to identify strengths, challenges, and opportunities

The review offers a chance to reflect on how grassroots models can foster inclusion, responsiveness, and local leadership -and how they might evolve to better serve the Devonport-Takapuna community.
